(6) 入札方法本件は、価格以外の要素と価格を総合的に評価して落札者を決定する総合評価落札方式の入札である。 入札書に記載する金額は、各社において設定する契約電力に対する単価(基本料金単価) 及び使用電力量に対する単価(電力量料金単価)を根拠とし、あらかじめ当社が別途提示する月毎の予定契約電力及び予定使用電力量に基づき算出した各月の対価の年間総価を入札金額とすること。 なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数がある時は、その端数金額を切り捨てた金額とする。)をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。 ※入札書に記載する金額の算定に当たっては、力率割引又は割増、発電費用等に係る燃料価格変動の調整額・一般社団法人日本卸電力取引所の市場価格の変動の調整額及び電気事業者による再生可能エネルギー電気の調達に関する特別措置法に基づく賦課金は考慮しないこととする。
(7) その他本調達は競争参加資格を確認の上入札の参加者を選定し発注するものである。
2 競争参加資格競争参加資格確認申請書の提出期限において次の条件を全て満たしている者であること。
(1) 予算決算及び会計令第70条及び第71条の規定に該当しないこと。
(2) 経営状態が著しく不健全でないこと。
(3) 営業に関し法律上必要とする資格を有すること。
(4) 競争参加資格確認申請書及びそれらの付属書類又は資格審査申請用データ中の重要な事項について虚偽の記載をし、又は重要な事実について記載をしなかった者でないこと。
(5) 会社更生法に基づき更生手続開始の申立がなされている者又は民事再生法に基づき再生手続開始の申立がなされている者でないこと。
(6) 令和07・08・09年度に有効な全省庁統一資格(資格の種類:物品の販売、等級:A、B 又はC、競争参加地域:九州・沖縄)を有すること。 (当該資格について、競争参加資格確認申請書の提出期限において申請中の者も可とするが、入札書の提出期限までに当該資格を取得できない場合は参加資格を認めない。)
(7) 競争参加資格確認申請書の提出期限の日から入札執行の時までに、中間貯蔵・環境安全事業株式会社から、指名停止措置要領に基づく指名停止を受けている期間中でないこと。
(8) 暴力団員による不当な行為の防止等に関する法律第2条に規定する暴力団又は暴力団員と関係がないこと。
(9) 電気事業法(昭和30年法律第170号)第2条の2の規定に基づき小売電気事業の登録を受けている者であること。 二酸化炭素排出原単位、未利用エネルギーの活用、再生可能エネルギーの導入及び需要家への省エネルギー・節電に関する情報提供の取組に関し、発注説明書において示す入札適合条件を満たすこと。 平成28年度以降、契約電力4,000kW以上、 使用電力量17,409千kWh/年以上の電力供給を、1年間以上行った実績を有すること。 令和6年度の調整後二酸化炭素排出係数が全国平均係数(0 423kg-CO2/kWh)以下であること。 仕様書に指示された要件等をすべて満たすことができること。 3発注手続等
