Comprehensive services for the fiscal year 2026 concerning the survey of optimal placement of output devices and provision of output services related to ports and airports under the Kanto Regional Development Bureau (electronic bidding target case). Specifications: As per the attached specification document. Contract period: From contract signing date until September 30, 2030 (operation period from January 1, 2027 to September 30, 2030). Fulfillment place: As per the attached specification document. Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Electronic procurement system usage: This case requires submission and bidding via the electronic procurement system; if difficult, prior submission of a paper bid participation request is required. The contract award will be decided by comprehensive evaluation considering price and non-price factors. Eligibility: Must not fall under Articles 70 and 71 of the Budget Auditing and Accounting Order. Must hold Ministry of Land, Infrastructure, Transport and Tourism unified qualification for fiscal years 2025-2027 with grade A or B for 'service provision' in the Kanto-Koshinetsu region. Those without qualification at bidding may participate if qualification is obtained and confirmed before bid opening. Must have experience since April 1, 2016, in proposing optimal placement of output devices and operating such devices. Must assign a business management supervisor with PMP or PMS certification and practical experience since April 1, 2016, in optimal placement and operation of output devices. Must not be under corporate reorganization or civil rehabilitation procedures. Must not have been suspended from bidding under relevant regulations.
