(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和7・8・9年度国立国会図書館競争参加資格(全省庁統一資格)の「役務の提供等」 においてA若しくはBの等級に格付けされ、 関東・甲信越地域の競争参加資格を有する者、又は当該競争参加資格を有しない者で、 証明書等の提出期限までに競争参加資格審査を受け、当該等級に格付けされたものであること。
(4) 「国立国会図書館の発注する物品等の契約に係る指名停止等の取扱いについて」 (平成26年国図会1406251号)に基づく指名停止を受けていないこと。
