1. Procurement details
(1) Item classification number: 16
(2) Procurement subject and quantity: Comprehensive development of a small GNSS-accelerometer geodetic observation device (electronic bidding target project)

(6) Bidding method: Bidders shall estimate the desired contract amount including the base price of the procurement project and, if necessary, all expenses required for delivery such as transportation costs, insurance fees, customs duties, etc. The successful bid price will be the amount obtained by adding 10% of the bid amount to the amount stated in the bid form (if there is a fraction less than 1 yen, it will be rounded down). 2. Eligibility for competition participation
(1) Must not fall under the provisions of Articles 70 and 71 of the Budget Settlement and Accounting Act.
(2) Must be rated A, B, C, or D in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025, 2026, and 2027 for "Manufacture of goods" and have competition participation qualification in the Kanto-Koshinetsu region (or those who do not have the qualification but have passed the qualification examination and are listed in the qualification register by the bid opening date).
(3) Must not have been suspended from nomination by the Director of the Geospatial Information Authority of Japan during the period from the certificate receipt deadline to the bid opening.
(4) Must have obtained electronic certification if using the electronic procurement system.
(5) Must not be a person who is substantially controlled by organized crime groups or equivalent as requested by the police authorities for exclusion from Ministry of Land, Infrastructure, Transport and Tourism orders.
