(6) 入札方法入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。)及び使用電力量に対する単価(kWh単価、同一月においては単一のものとする。)を根拠(小数点以下を含むことができる。)とし、当台が提示する予定契約電力及び予定使用電力量の対価を入札金額とすること。なお、入札時においては、燃料費調整額及び電気事業者による再生可能エネルギー電気の調達に関する特別措置法に基づく賦課金は考慮しないものとする。 また、落札決定に当たっては入札書に記載された金額(総価)に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用本案件は、証明書等の提出、入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出し、紙入札方式、 紙契約方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」という。)第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 令和7・8・9年度国土交通省競争参加資格(全省庁統一資格) 「物品の販売」において 「A」、 「B」、 「C」又は「D」等級に格付けされ東北地域の競争参加資格を有する者であること。
(4) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(5) 予決令第73条の規定に基づき支出負担行為担当官が定める入札参加資格として、省CO2化の要素を考慮する観点から、入札説明書に記載する基準を満たす者であること。
(6) 電子調達システムによる場合は、電子認証 (ICカード)を取得していること。
(7) 入札説明書の交付を受けた者であること。
(8) 仙台管区気象台から指名停止の措置を受けている期間中の者でないこと。

(3) 入札者に要求される事項 (a) 電子調達システムにより参加を希望する者は、入札書類データ(証明書等)のほかに契約担当官等の交付する入札説明書に基づく当該物品の仕様を記載した書類を作成し、所定の受領期限までに入札書類データとともに上記3(2)に示すURLに電子調達システムを利用して提出しなければならない。 (b) 紙入札方式により参加を希望する者は、 契約担当官等の交付する入札説明書に基づく当該物品の仕様を記載した書類を作成し、これを必要な証明書とともに所定の受領期限までに提出しなければならない。 なお、(a)、(b)いずれの場合も開札日の前日までの間において必要な証明書等の内容に関する契約担当官等からの照会があった場合には、説明しなければならない。
(4) 入札の無効本公告に示した競争参加資格の無い者のした入札、入札に関する条件に違反した入札及び入札者に求められる義務を履行しなかった者のした入札は無効とする。
(5) 契約書作成の要否要。
(6) 落札者の決定方法予決令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。
