2. Eligibility for Participation:
(1) Those with good financial and credit status.
(2) Those recognized as having the necessary capability to execute the work.
(3) Those rated under the Japan Racing Association's qualification and grading standards for procurement of goods for fiscal years 2024-2026 as either "manufacturing contract for goods" or "purchase contract for goods," or those rated under the unified qualification for all ministries for fiscal years 2025-2027 as "manufacturing" or "sales" of goods. (4) Those who have not been suspended from participation in competitive bidding by the Japan Racing Association or the Ministry of Agriculture, Forestry and Fisheries during the period from the date of this notice to the bid opening date.
