The following items will be subject to open competitive bidding as stated below. Date of notice: June 4, 2026. 1 Procurement details:
(1) Item classification numbers 22, 31.
(2) Purchase subject and quantity: 1 blood irradiation device 1EA, 2 oxygen concentrator, 10L 33EA.

(2) above will be tendered separately. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have the qualification grade for participation in tenders for the Kanto and Koshinetsu region as follows: For item 1 (blood irradiation device) A, B or C grade for manufacturing or sales of goods; for item 2 (oxygen concentrators) A, B, C or D grade for manufacturing or sales of goods.
(4) Must not be under suspension of designation based on the Ministry of Defense's procurement suspension rules.
(5) Must not have capital or personnel relations with currently suspended entities for similar goods or services contracts with the Ministry of Defense.

(1) Language and currency for contract: Japanese and Japanese yen.
(2) Bid bond exemption.
(3) Contract guarantee: winning bidder must pay at least 10% of contract amount as guarantee; this may be exempted if a performance guarantee insurance contract is concluded with an insurance company naming the government as insured.
(4) Bidders must submit sealed bids with required documents by the deadline. Bidders must respond to explanations requested by the disbursement officer before bid opening.
(5) Invalid bids: bids from ineligible bidders or those failing obligations will be invalid.
