2 競争参加資格

(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和07・08・09年度国土交通省競争参加資格(全省庁統一資格) 「物品の販売」のB又は C等級に格付けされた競争参加資格を有する者であること。なお、当該資格を有していない者については、「競争参加者の資格に関する公示」 (令和8年3月31日付官報)に記載されている申請方法等により、競争参加資格の申請を受け付ける。
(4) 会社更生法に基づき更生手続開始又は民事再生法に基づき再生手続開始の申立てがなされている者でないこと。
(5) 競争参加資格確認申請書等の提出期限から開札日までの間に、国土交通省東京航空局長から指名停止を受けていない者であること。

3 入札手続き方法等

4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金免除。
(3) 入札参加者に要求される事項開札日の前日までに申請書及び資料の内容に関する支出負担行為担当官からの照会があった場合には、説明をしなければならない。
(4) 競争参加資格の確認競争参加資格確認申請書等を提出し、支出負担行為担当官から競争参加資格の有無について確認を受けなければならない。
(5) 入札の無効競争参加資格のない者のした入札、競争参加資格確認申請書等に虚偽の記載をした者のした入札並びに入札に関する条件に違反した者のした入札は無効とする。
(6) 入札方法入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、本案件に係る諸経費等を含め見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額 (円位未満端数切捨。)をもって落札価格とする。原則として、当該入札の執行において入札執行回数は2回を限度とする。なお、当該入札回数までに落札者が決定しない場合には、原則として予算決算及び会計令第99条の2の規定に基づく随意契約には移行しない。
(7) 落札者の決定方法予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。なお、落札者となるべき者が2者以上となった場合は、くじにより落札者を決定するものとする。
(8) 契約書作成の要否要
(9) 内訳書の提出落札者は、落札決定後速やかに、落札価格の内訳書を提出しなければならない。その他詳細入札説明書による。
