1. Procurement details:
(1) Item classification numbers 15, 28.
(2) Subject and quantity: Purchase of ITV equipment for apron surveillance at Tokyo International Airport.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must have Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification (unified qualification for all ministries) rated B or C for 'sale of goods'. Those without qualification may apply as per public notice dated March 31, 2026.
(4) Must not be subject to corporate reorganization or civil rehabilitation procedures.
(5) Must not have been suspended from bidding by the Tokyo Aviation Bureau between application submission and bid opening.
(6) Must not be excluded due to organized crime group affiliation as requested by police authorities.
(7) Must understand and be able to supply goods meeting the specifications.

3. Tender procedures:

(5) Invalid bids: Those by ineligible bidders, false statements, or violating bid conditions.
(6) Bidding method: Bidders must state a bid amount equivalent to 100/110 of the estimated contract amount including all costs. The winning bid price is the bid amount plus 10% of that amount, rounded down to the nearest yen. Maximum two bidding rounds; if no winner after two rounds, no discretionary contract will be awarded.
(7) Winner selection: Lowest valid bid within the estimated price limit as per Article 79 of the Budget and Accounting Act. If multiple lowest bidders, winner decided by lottery.
