(6) Bidding Method: The winning bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
2. Eligibility for Participation:
(1) Must not fall under the provisions of Articles 3 and 4 of the Contract Handling Regulations of National University Corporation Kobe University. Minors or persons under guardianship who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must be rated A, B, C, or D in the 2026 fiscal year Kinki region for 'sale of goods' under either the national unified qualification or Kobe University's qualification. Applications are accepted at designated government procurement offices or at Kobe University's Finance Department Procurement Section.
(3) Must prove a system for prompt after-service and maintenance for the procured goods.
(4) Must prove ability to deliver the goods at the designated date and place.
(5) Must not be under suspension from transactions by the Contract Affairs Director.
