(2) Subject and quantity of purchase:

1. Lease and maintenance of one set of high-speed liquid chromatograph tandem mass spectrometer (LC/MS/MS).

2. Lease and maintenance of one set of high-speed liquid chromatograph tandem mass spectrometer (LC/MS/MS).

3. Lease and maintenance of one set of high-speed liquid chromatograph tandem mass spectrometer (LC/MS/MS).
(3) Characteristics of the procurement subject: According to the bidding instructions and specifications.
(4) Lease period: From November 1, 2026, to March 31, 2031.
(5) Lease location: Kobe Quarantine Station.
(6) Bidding method: Each subject in
(2) above will be bid separately. Bidders must estimate the total amount including all costs required for delivery of the leased items, and the bid amount shall be the total price for 53 months. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must enter in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
(7) Use of government electronic procurement system: This procurement is subject to the government electronic procurement system. Those unable to use the system may apply to the ordering party to submit paper bids using a separately designated form. 2 Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors or persons under conservatorship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have Grade A, B, or C in the Ministry of Health, Labour and Welfare's unified qualification for service provision in fiscal years 2025, 2026, and 2027 and have eligibility for competitive participation in the Kinki region.
(4) Must not have false statements in qualification application or attached documents.
(5) Must not be in extremely poor management or credit condition.
(6) Must not be under suspension of designation by the Ministry of Health, Labour and Welfare.
(7) Must have other qualifications as determined by the expenditure commitment officer based on Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting. 3 Submission place and others:
