1. Procurement Details

(2) Subject and quantity: Complete renewal set of ocean wave observation equipment within the jurisdiction of Muroran Development and Construction Department (electronic bidding target case) (electronic contract target case)

(6) Bidding method: Total price basis. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must submit bids corresponding to 100/110 of the estimated contract amount regardless of tax status.

2. Qualification for participation
(1) Must not fall under Articles 70 and 71 of the Cabinet Order concerning Budget Auditing and Accounting.
(2) Must have Grade A, B, C, or D in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for service provision in Hokkaido region for fiscal years 2025, 2026, and 2027.
(3) Must not be subject to corporate reorganization or civil rehabilitation procedures unless exempted by public notice dated March 31, 2026.
(4) Must have qualifications specified by the Obligating Officer under Article 73 of the Cabinet Order.
(5) Must not be suspended from designation by the Director of Hokkaido Regional Development Bureau between application receipt and bid opening.
(6) Must not be excluded due to organized crime group involvement as requested by police authorities.
(7) Must have directly downloaded tender documents from the electronic procurement system or received them from the Obligating Officer.
