The winning price will be the bid amount plus 10% of that amount (fractions less than one yen will be rounded down), so bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. 2 Eligibility for competition
(1) Must be rated A, B, or C grade in "sale of goods" in the Hokkaido region for fiscal year 2026 under either the national unified qualification or Hokkaido University's qualification. Applications for this qualification are accepted at the application reception windows listed in the supplementary table of the Government Procurement Gazette No. 58 dated March 31, 2026, or at Hokkaido University Finance Department Procurement Section at any time.
(2) Must prove a system for prompt after-sales service and maintenance for the purchased goods.
(3) Must prove ability to deliver the goods specified in this notice at the date and place designated by the President.
(4) Must prove possession of a medical device sales license based on the Act on Securing Quality, Efficacy and Safety of Pharmaceuticals, Medical Devices, etc.
