(6) Bidding method: Bidders shall estimate the desired contract amount including the main price of the procurement project and all necessary expenses such as transportation, insurance, customs duties, etc. When deciding the successful bidder, the bid price will be the amount obtained by adding 10% of the bid amount to the bid amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of consumption tax status. The number of bid executions is limited to two times in principle. If no successful bidder is decided within these two times, the contract will not generally be converted to a discretionary contract based on the Budget Settlement and Accounting Act Article 99-2. Use of electronic procurement system: This project is subject to electronic bidding and contract procedures via the electronic procurement system. If difficult, paper bidding is allowed. Qualification for participation: Those not subject to Articles 70 and 71 of the Budget Settlement and Accounting Act. Those rated A, B, or C in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025-2027 for the Kanto-Koshinetsu region, or those who will be registered by bid opening. Not suspended from nomination by the Director-General of Geospatial Information Authority of Japan during the period from certificate receipt deadline to bid opening. Must have an electronic certificate for electronic procurement system participation. Not excluded by police authorities as organized crime affiliates. Must have directly obtained the bid manual.
