1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive survey services related to streamlining operations for the implementation of the new basic plan and agricultural structural reform support project (subject to electronic bidding and electronic contracting).
(3) Specifications of the procurement project: According to the bidding documents.
(4) Performance period: From contract conclusion date until March 31, 2027.
(5) Performance location: According to bidding documents and specifications.
(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; therefore, documents related to performance, functions, and technology (hereinafter referred to as "documents for comprehensive evaluation") must be submitted. In addition, the successful bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be discarded). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of consumption tax status. Competitive participation qualifications:
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must be rated A, B, or C in the Ministry of Agriculture, Forestry and Fisheries competitive participation qualification (unified qualification for all ministries and agencies) for fiscal years 2025, 2026, and 2027 in "Provision of Services, etc."
(4) Must have qualifications specified by the expenditure commitment officer based on Article 73 of the Budget Settlement and Accounting Act.
(5) Must not be under suspension based on the Ministry's suspension measures for manufacturing contracts, purchase contracts, and service contracts.
(6) Other competitive participation qualifications are according to the bidding documents. Use of electronic procurement system (GEPS): This project is subject to electronic bidding and contracting.
