1. Procurement details:

(2) Specific services and quantity: Design and other related services for the renewal of the Japanese Nationals' Immigration Inspection System.

(6) Bidding method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
2. Eligibility for participation:
Must not fall under Article 70 of the Budget and Accounting Act. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions under special reasons. Must not fall under Article 71 of the Budget and Accounting Act. Must be rated A or B in the Ministry of Justice competitive participation qualification for fiscal years 2025-2027 (unified qualification across ministries) for 'provision of services, etc.' Application timing and location follow the unified qualification examination application method. Must have qualifications designated by the obligating officer based on Article 73 of the Budget and Accounting Act.
