(6) 入札方法入札金額は、各社において設定する契約電力に対する単一の単価(月額)及び使用電力量に対する単価(同一月における時間帯別単価においては、それぞれ単一のものとする。)を記載すること。 (小数点以下を含むことができる。)落札の決定は、当院が提示する予定使用電力量の対価を入札書に記載された入札金額に従って計算した総価で行うので、当該総価を上記の単価と併せて記載すること。 なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人国立病院機構契約事務取扱細則(以下、契約細則という。)第5条の規定に該当しない者であること。なお、未成年者、 被保佐人又は被補助人であっても、契約締結のために必要な同意を得ているものは、同条中、特別の理由がある場合に該当する。
(2) 契約細則第6条の規定に該当しない者であること。
(3) 平成19年11月22日施行の環境配慮契約法に基づく別紙「適合証明書」において、電源構成及び二酸化炭素排出係数の情報を開示していることを示し、かつ、 1 ~ 4の合計点数が70点以上の者であること。
(4) 厚生労働省競争参加資格(全省庁統一資格) 「物品の販売」のA、B又はCの等級に格付され、東海・北陸又は近畿地域の競争参加資格を有する者であること。なお、当該競争参加資格については、令和8年3月31日付け号外政府調達第58号の官報の競争参加者の資格に関する公示の別表に掲げる申請受付窓口において随時受け付けている。
(5) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(6) 購入される電力を経理責任者が指定する日時、場所に十分供給することができることを証明した者であること。
(7) 契約細則第4条の規定に基づき、経理責任者が定める資格を有する者であること。

(6) 落札者の決定方法契約細則第21条の規定に基づいて作成された予定価格の制限の範囲内で最低の価格をもって有効な入札を行った入札者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により該当契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち最低の価格をもって入札した者を落札者とすることがある。
