(6) Tender method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities. 2 Eligibility for participation
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have Grade A or B in manufacturing, sales, or service provision under the Ministry of Finance's unified qualification for fiscal years 2025-2027 for the Kanto-Koshinetsu region, or must pass qualification screening and be listed in the participant registry by the bid submission deadline.
(4) Must not be subject to suspension or other restrictions by ministries or agencies (including those specially recognized by the officer in charge).
(5) Must be recognized as not having extremely deteriorated management or credit status and capable of proper contract performance.
