1. Procurement Details

(6) Tender Method: Tender price shall be entered as a total price. When deciding the successful bid, the bid price will be the amount entered plus 10% of that amount. Therefore, bidders must enter an amount equivalent to 100/110 of the estimated amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
2. Eligibility for Participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have Grade A, B, or C qualification in information processing or software development for 'service provision etc.' in the Kanto-Koshinetsu region under the Ministry of Internal Affairs and Communications competitive participation qualification for fiscal years 2025-2027.
(4) Must have qualifications designated by the responsible officer for disbursement based on Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting. Details are in the tender explanation documents.
(5) Must not be an entity substantially controlled by organized crime groups or equivalent.
3. Obligations for Bidders
Bidders wishing to participate must submit various documents specified in the tender explanation documents by 4:00 PM on August 5, 2026, to the location indicated in section 4(1). If explanations are requested regarding submitted documents, bidders must respond.
