1. Procurement details:

The successful bid price will be the amount stated in the bid plus 10/100 of that amount (if there is a fraction less than 1 yen, it will be rounded down). Bidders must submit bids corresponding to 100/110 of the estimated contract amount regardless of tax status.

2. Eligibility for competition:
(1) Must not fall under Articles 70 and 71 of the Budget Auditing and Accounting Order.
(2) Must have grade A, B, or C qualification for service provision in the Hokkaido region for fiscal years 2025-2027 by the Ministry of Land, Infrastructure, Transport and Tourism.
(3) Must not be under corporate reorganization or civil rehabilitation procedures except those who submitted documents based on the public notice dated March 31, 2026.
(4) Must have qualifications designated by the obligating officer under Article 73 of the Budget Auditing and Accounting Order.
(5) Must not be under suspension of nomination by the Director-General of the Hokkaido Regional Development Bureau between application receipt and bid opening. Additional conditions include exclusion of entities controlled by organized crime groups. Bidders must have downloaded the tender documents directly from the electronic procurement system or received them from the obligating officer.
