(6) Tender method: The successful bidder will be determined by a comprehensive evaluation method, requiring submission of documents related to performance, functions, and technology (hereafter "documents for comprehensive evaluation"). The winning price will be the bid amount plus 10% of that amount, rounded down to the nearest yen. Bidders must state 100/110 of the estimated contract amount in the bid regardless of tax status. Eligibility: Bidders must not fall under Article 70 or 71 of the Budget and Accounting Act. Must have Ministry of Education, Culture, Sports, Science and Technology competitive participation qualification grades A, B, or C for service provision in the Kanto-Koshinetsu region for fiscal years 2025-2027. Not currently suspended from transactions by the organization’s director. Must not be members or affiliates of organized crime groups. Must have ISMS or ISO27001 certification and established information security management system. Must have ISO9001 certification or equivalent quality system. Must have experience in the past five years providing help desk or equivalent operational services to government agencies, independent administrative agencies, local governments, or private companies with over 500 employees.
