1. Procurement Details

(6) Tender Method: Tender price shall be stated as a unit price per month. The successful bidder will be determined by a comprehensive evaluation method; therefore, documents related to performance, functionality, technology, etc. (hereinafter "documents for comprehensive evaluation") must be submitted. The bid price shall be the amount obtained by adding 10% to the amount stated in the bid (fractions less than 1 yen shall be rounded down). Bidders shall state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of their status as taxable or tax-exempt entities for consumption tax and local consumption tax.

(3) Requirements for Bidders: Those wishing to participate must submit sealed bids with documents proving ability to perform the work by the bid receipt deadline. Bidders must respond to requests for explanation regarding submitted documents before the bid opening date.
(4) Qualification Requirements:
- Must not fall under Articles 4 and 5 of Saitama University Contract Handling Regulations.
- Must have Grade A, B, or C qualification for service provision in the Kanto-Koshinetsu region for fiscal year 2026 under national unified qualification or Saitama University qualification.
- If lending the procured items to third parties, must prove ability to lend by self and third parties.
- Must not be under suspension of transactions by the university.

(6) Method of Award: Among bidders who meet the minimum required performance, function, and technology criteria specified in the tender specifications and whose bid price is within the price limit, the successful bidder will be selected by comprehensive evaluation. If the successful bidder's price raises concerns about contract fulfillment, the next highest scoring bidder within the price limit may be selected.
