1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Contract subject: Adjustment and other work for ITV equipment for RAG airports at Yakushima Airport, Kikai Airport, Tokunoshima Airport, Okinoerabu Airport, and Yoron Airport (electronic bidding target project).
(3) Performance details: This project involves performing necessary work to operate existing and new ITV equipment used to capture the status of runways, taxiways, and aprons at the five airports and display the images at the Fukuoka Airport Office (partially at the Kagoshima Airport Office). The RAG airport ITV equipment is planned to be relocated from the Kagoshima Airport Office to the Fukuoka Airport Office. Work includes maintaining operation during relocation and post-relocation configuration and confirmation. Work content:
1. Software construction work:
Build software to realize the following functions on the configured devices:
(1) video display function,
(2) camera video operation function,
(3) motion detection function,
(4) motion tracking function,
(5) airport operation status display function,
(6) recording and playback function,
(7) operation and maintenance function. Main configured devices at the five airports include 3 fixed panoramic cameras, 1 zoom movable camera, 4 washer devices, 3 motion detection devices, 1 motion tracking device, and 1 router each; at Fukuoka or Kagoshima Airport Office: 3 monitoring monitors, 5 monitoring terminal devices, 1 video recording device, and 1 router.
2. On-site adjustment work:
At the five airports and the Fukuoka and Kagoshima Airport Offices, perform:
(1) external and cable wiring inspection,
(2) device configuration,
(3) network configuration and testing,
(4) software installation,
(5) comprehensive test adjustment,
(6) training (at Fukuoka and Kagoshima Airport Offices),
(7) construction of PC environment for relocation (Kagoshima Airport Office),
(8) post-relocation configuration and confirmation. Details per specifications. RAG (Remote Air-Ground communication: remote airport air-ground communication facility).
(4) Use of electronic procurement system: This project requires submission of application documents and bidding via the electronic procurement system. If electronic submission is difficult, paper bidding participation consent must be submitted.
(5) Performance period: From the next business day after contract conclusion to March 19, 2027.
(6) Performance location: As per specifications.
(7) Bidding method: The winning bid price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility:
Various legal and qualification requirements apply, including Ministry of Land, Infrastructure, Transport and Tourism unified qualification for service provision A, B, or C grade. Experience required includes completion as prime contractor of manufacturing, software development, or adjustment work related to RAG airport ITV equipment or similar remote-controlled camera equipment since April 1, 2016.
