1. Procurement details:

The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility criteria:
(1) Those who do not fall under disqualifications such as inability to contract, bankruptcy without rehabilitation, or having committed fraudulent acts related to contract performance within the past two years.
(2) Must not be antisocial forces as defined by the institution's regulations.
(3) Must have unified qualification grades A, B, or C for service provision as of September 3, 2026.
(4) Must be able to directly contract with the institution and agree to the contract terms presented.
(5) Main part of the work must not be subcontracted to third parties.
(6) Must hold ISO/IEC27001 or JIS Q 27001 certification and submit a copy.
(7) Must comply with information security management requirements specified in the specifications.
(8) Must be able to sign confidentiality and personal information handling agreements as separately provided by the institution upon contract.

September 4, 2026, 16:00. Bid opening: September 28, 2026, 10:00, 9th floor meeting room of the institution. Language and currency: Japanese and Japanese yen.

5. No bid bond or contract guarantee required.

6. Bidders must submit sealed bids with required documents by the deadline. Bidders must respond to any requests for explanation before the bid opening. Invalid bids include those from ineligible bidders or those violating conditions.

8. Successful bidder determined by highest total score of technical and price points within the price limits set by the institution's accounting regulations.
