1 Procurement details:
(1) Item classification number 26.
(2) Procurement subject and quantity: Replacement of telephone exchange systems and related equipment at Saga Pension Office and 7 other locations [Kyushu] - complete set.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Contract period: From contract start date until March 31, 2027.
(5) Performance location: Locations designated by Japan Pension Service.
(6) Tender method: Tender will be conducted on a lump-sum basis.

1. Bidders must estimate the bid amount including all expenses such as transportation, insurance, and other incidental costs related to the work.

2. The winning bid price will be the amount stated in the bid plus consumption tax, with fractions less than one yen rounded down.

3. Bidders must state the bid amount excluding consumption tax regardless of tax status.

4. Bid amounts should reflect recent market prices and consider expected fluctuations in labor costs, raw materials, and energy costs during the contract period.
(7) Use of electronic bidding system: Tender procedures will be conducted via the electronic bidding system based on the Japan Pension Service Electronic Bidding Operation Standards. Paper bids are allowed only if electronic bidding is difficult and approved by Japan Pension Service.
2 Eligibility for participation:
(1) Must have the capacity to enter into the contract and not be bankrupt without rehabilitation, except minors or persons under guardianship with necessary consent.
(2) Must not have been disqualified from participation by Japan Pension Service or Ministry of Health, Labour and Welfare within the past 3 years due to misconduct such as poor quality work, fraud, obstructing fair competition, or failure to perform contracts.
(3) Must be rated A, B, or C in the Ministry of Health, Labour and Welfare unified qualification for sales of goods and have participation eligibility in Kyushu/Okinawa region.
(4) Must not have submitted false information in qualification application documents.
(5) Must have sufficient experience completing similar work.
(6) Must prove capability to perform the work reliably.
(7) Must not be in extremely poor financial or credit condition.
(8) Must meet other qualifications specified in the tender documents.
3 Submission details:

(4) Bids from unqualified participants or those failing obligations will be invalid.
(5) Contract document preparation required.
(6) Award decision: The participant judged capable of performing the work and submitting the lowest valid bid within the price limit will be awarded. If concerns arise about contract performance or fair trade order, the next lowest bidder may be awarded.
