Provision of Cloud Environment for Road Geospatial Data System

Tender Notice:
The following general competitive tender is announced. Date: July 1, 2026. Responsible officer for expenditure commitment: Hisanobu SATO, Director-General of National Institute for Land and Infrastructure Management. Procurement agency number: 020. Location number: 08.
1 Procurement details:
(1) Item classification numbers: 71, 27.
(2) Subject and quantity: Provision of cloud environment and related services for systems related to the fundamental geospatial data of roads (electronic procurement target case).
(3) Specifications: According to the tender documents.
(4) Performance period: From the day after contract signing until September 30, 2030.
(5) Performance location: According to the tender documents.
(6) Tender method: The bid must state the total price. The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. The number of tender executions is limited to two times in principle. If no successful bidder is decided within these attempts, the contract will not move to a discretionary contract based on Article 99-2 of the Budget and Accounting Act.
(7) Use of electronic procurement system: This case requires submission of certificates for qualification confirmation and bidding via the electronic procurement system. If electronic bidding is difficult, paper bids may be submitted.
2 Qualification for participation:
(1) Must not fall under Articles 70 and 71 of the Budget and Accounting Act.
(2) Must have grade A or B in 'service provision' category for Kanto-Koshinetsu region in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025-2027.
(3) Must not be under corporate reorganization or civil rehabilitation procedures unless necessary procedures to maintain qualification have been completed.
(4) Must not be under suspension by the Director-General of the National Institute for Land and Infrastructure Management during the period from certificate submission to bid opening.
(5) Must have electronic certification (IC card) if using electronic procurement system.
(6) Must have received the tender documents directly.
(7) Must not be excluded due to organized crime group control requests by police authorities.
(8) Must have experience providing cloud services for systems operated by national or local governments since April 1, 2015.
