(6) Bidding Method: The winning bid price will be the amount stated in the bid plus 10 percent of that amount (any fraction less than one yen will be rounded down). Therefore, bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.

2. Eligibility for Participation:
(1) Must not fall under Article 70 of the Budget, Settlement and Accounting Act. However, minors or persons under guardianship who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 71 of the Budget, Settlement and Accounting Act.
(3) Must have the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries and agencies) for fiscal years 2025, 2026, and 2027, with grade A, B, C, or D in the categories of 'Provision of Services, etc.' and 'Sale of Goods' and have competitive participation qualification in the Chugoku region; or if not qualified, must submit an application for qualification examination by the bid opening date and be certified.
(4) Must have other qualifications as specified by the contract officer in the bidding guidelines.

(1) Language and Currency for Contract Procedures: Japanese and Japanese currency.
(2) Bid and Contract Guarantee: Exempt.
(3) Requirements for Bidders: Must submit a sealed bid with documents proving ability to supply the goods listed in this notice by the bid receipt deadline; must respond to explanations requested by the contract officer before the bid opening date.
(4) Invalid Bids: Bids by those without necessary qualifications or violating bid conditions.
