(6) Bidding method: The bid price shall include all costs required for delivery in addition to the purchase price of the goods. The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. 2 Eligibility for Participation:
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Regulations (hereinafter, Contract Regulations). Minors, persons under guardianship or assistance who have obtained necessary consent may be exceptions under special reasons.
(2) Must not fall under Article 6 of the Contract Regulations.
(3) Must have grade A, B, or C sales qualification for 'sale of goods' under the Ministry of Health, Labour and Welfare unified qualification for all ministries and agencies, with eligibility in the Tohoku region. Applications for this qualification are accepted at designated offices as per the government procurement notice dated March 31, 2026.
(4) Must prove registration as a medical device seller under the Pharmaceutical and Medical Device Act.
(5) Must prove a system for prompt after-sales service and maintenance for the purchased goods.
(6) Must have qualifications designated by the financial officer under Article 4 of the Contract Regulations.
