(Construction Work) The following is subject to open competitive bidding. Application acceptance is from 9:00 to 18:00 on weekdays excluding Saturdays, Sundays, and public holidays (as defined by the Act on Holidays of Administrative Organs). For electronic bidding, acceptance is from 9:00 to 18:00; for paper bidding, acceptance is from 9:15 to 18:00 at the responsible department (see section 4(1)). (5) Construction details: This work involves the following: 1) New construction of one building, reinforced concrete and steel structure with partial wood, 2 floors above ground plus one floor tower, total floor area 1,878.44 m2; 2) External works including new fencing, outdoor drainage repair, paving, miscellaneous structures, turf laying, and landscaping within planting areas; 3) Temporary parking lot; 4) Electrical equipment; 5) Mechanical equipment; 6) Elevator equipment.
(6) Construction period: April 1, 2027 to July 31, 2028 (with a preparatory period from the day after contract signing to March 31, 2027).
(7) Major materials: approx. 240 tons of rebar, approx. 1,900 m3 of concrete, approx. 220 tons of steel frame.
(8) Construction implementation method: This project uses a comprehensive evaluation bidding method (technical proposal evaluation type S) considering price and non-price factors. It is a pilot project requiring technical proposals on quality assurance during construction and ICT utilization for productivity improvement. Submission of qualification confirmation documents for assigned engineers is required by the bid submission deadline. Post-contract VE proposals on construction methods are accepted. Dedicated assistant engineers may be assigned to support chief or supervising engineers. One chief engineer may manage multiple proximate projects by the same contractor. The project uses a bid quantity sheet method allowing quantity negotiations post-contract. It is a pilot project for mutual use of construction performance evaluation scores as qualification. The project evaluates technical proposals on rationalization technologies excluding those designated by the procurer. Digital construction photo blackboard information is digitized. Recycling and separation of construction materials are mandated by law. The project applies trials for appropriate labor cost calculation for remote workers lodging near the site or commuting long distances with adjusted working hours. The project uses a preparatory period system. The project applies an estimate utilization method for part of direct construction costs. The project uses an information sharing system and recommends use of the Construction Career Up System. BIM-related EIR is applied. Remote site attendance is included. Special exclusive assignments under construction law are not permitted. Wage increase implementation is scored in evaluation. Contract change transparency is ensured by third-party checks before changes. Electronic bidding and contracting systems are used, with paper alternatives allowed with approval. Eligibility excludes those disqualified under budget and accounting laws. Qualification requires prior recognition for FY 2025 and 2026 construction works by the Tohoku Regional Development Bureau with a management evaluation score of 1,100 or more. Contractors must have completed similar construction works since April 1, 2011, meeting specified structural and scale requirements without disqualifications for misconduct. Chief or supervising engineers must meet qualification and experience requirements. Joint ventures must meet participation and experience criteria. No capital or personnel relations are allowed among bidders. Organized crime-related contractors are excluded. Evaluation includes construction system, work-life balance, wage increase, and specified technical proposal themes. Standard points and additional points are assigned with maximum scores defined. The highest evaluation value bidder within price limits is awarded. Tie bids are resolved by lottery. Post-award, dedicated engineer assignment violations may lead to contract refusal. Additional qualified engineers may be required if contract price is below standard. Post-contract technical proposals for cost reduction without function/performance degradation are accepted.
