Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status. Eligibility: Bidders must have the Ministry of Education, Culture, Sports, Science and Technology's unified qualification for FY 2025-2027 in the Kanto-Koshinetsu region, rated A, B, or C for 'sale of goods' and 'provision of services'. Applications for qualification are accepted at designated offices. Budget and accounting: Not subject to Articles 70 and 71 of the Budget and Settlement Act, except special cases for minors or persons under guardianship with necessary consent. Bidders must not be under transaction suspension by the President of the organization. Bidders must not be members or affiliates of organized crime groups as defined by the Act on Prevention of Unjust Acts by Organized Crime Group Members.
