1. Use of electronic bidding system:
This procurement will utilize the electronic procurement system for distribution of tender documents, submission of qualification materials, and bidding. Paper submission and distribution are also allowed.

(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
3. Qualification for participation:
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act. Exceptions apply for minors or persons under guardianship with necessary consent.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must be rated A or B in the 'Provision of Services' category under the House of Councillors' unified qualification for fiscal years 2025-2027, or pass qualification screening by the bid submission deadline.
(4) Must not be under suspension from nomination by the House of Councillors or other ministries.
(5) Must meet other qualifications as determined by the responsible officer under Article 73 of the Budget Settlement and Accounting Act.
