1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Operation services for the National Cancer Registration System and Cancer Registration Online System for fiscal years 2026 to 2027.
(3) Characteristics of the procurement subject: According to the bidding documents and specifications.
(4) Contract period: From October 1, 2026, to March 31, 2028.

(6) Bidding method: The successful bidder will be determined by the lowest price bid method.

1. The bid submitted by bidders must include all direct expenses related to the procurement subject, as well as all incidental expenses required for the commissioned work such as equipment, materials, machinery, transportation, etc., and estimate the contract amount accordingly.

2. In determining the successful bidder, the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down) will be considered the application amount. Therefore, bidders must submit a bid form indicating the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2. Qualifications required for participants in the competition:
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Rules cannot participate.
(2) Those who have submitted false information in qualification examination application forms or attached documents, those whose management or credit status has severely deteriorated, and others may be excluded from participation.
(3) Those who have a qualification examination result notification (unified qualification for all ministries and agencies) graded A, B, or C for 'service provision, etc.' and have competition qualifications in the Kanto-Koshinetsu region.
(4) Those who can prove a system for rapid after-sales service and maintenance related to purchased goods. The language and currency used in contract procedures will be Japanese and Japanese currency. Bids submitted by ineligible participants or those who fail to fulfill required obligations will be invalid. Contract creation is required. The successful bidder will be the one who meets all qualification and specification requirements, submits a bid within the estimated price limits according to the National Cancer Center Contract Handling Rules Articles 36 and 37, and offers the lowest price.
