2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under conservatorship or assistance who have obtained necessary consent for contract conclusion may be applicable under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order.
(3) Must have the Ministry of Internal Affairs and Communications competitive participation qualification (unified qualification for all ministries) rated A, B, or C for service provision, and have competitive participation qualification for the Kanto-Koshinetsu region. Obligations for bidders: Those wishing to participate must submit proposals as specified in the tender documentation via the electronic procurement system between August 3 and August 17, 2026, 5:00 PM. If unable to use the electronic procurement system, proposals must be submitted by the deadline to the location specified in section 6. Only those whose proposals are recognized as capable of fulfilling the contract will be eligible for bidding. If requested, bidders must respond to explanations about submitted proposals. 6. Bid price determination:
The winning bid price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Award decision: Based on the Cabinet Order Article 79, the winner is selected from bidders offering prices within the set limit and meeting all mandatory performance and functional requirements, using a comprehensive evaluation method specified in the tender documentation.
