1. Procurement details:

(2) Subject and quantity: Comprehensive software upgrade work for the National Early Warning System (J-Alert)

(6) Bidding method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities.

2. This procurement will use the "Electronic Procurement System" for bidding, bid opening, and contract procedures. However, if it is difficult to use the electronic system, a written reason must be submitted and approved by the deadline (September 3, 2026, 5:00 PM) to allow paper-based procedures. Details are in the bid instructions.
3. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order on Budget, Auditing and Accounting.
(2) Must not fall under Article 71 of the same order.
(3) Must hold Grade A qualification for "Information Processing, Software Development or Others" under the Ministry of Internal Affairs and Communications unified qualification for fiscal years 2025-2027, and have eligibility in the Kanto-Koshinetsu region.
(4) Must have qualifications as determined by the expenditure commitment officer under Article 73 of the Cabinet Order.
(5) Must not be controlled by or equivalent to organized crime groups.
4. Obligations for bidders:
Those wishing to participate must submit required documents via the electronic procurement system by September 3, 2026, 5:00 PM. If unable to use the electronic system, documents must be submitted to the designated location by the deadline. Bidders must respond to any requests for explanation regarding submitted documents.
