1. Procurement details:

(6) Bidding method: The bid amount shall be a total price. The successful bidder will be decided by the lowest price method, so submit an estimate showing the bid amount. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Eligibility: Must not fall under Article 70 of the Budget and Accounting Act. Minors or persons under guardianship may participate if consent is obtained. Must not fall under Article 71 of the Budget and Accounting Act. Must not be under suspension by the Ministry of Health, Labour and Welfare. Must have a qualification rating of A, B, or C for service provision in the Kanto-Koshinetsu region for fiscal years 2025-2027. Must not have false statements in application documents. Must not have extremely poor management or credit status. Must be enrolled in social insurance with no premium arrears. Must submit a pledge stating non-affiliation with organized crime groups. Must meet other eligibility requirements set by the responsible official under Article 73 of the Budget and Accounting Act. Must not have been subject to legal violations or administrative penalties by the Ministry in the past year that would affect fair execution or public trust.
