FY2026 Government Cloud Migration Feasibility Study

1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive feasibility study for migration to the Government Cloud for fiscal year 2026.
(3) Use of electronic procurement system: This project requires submission of certificates, bidding, and contracting via the electronic procurement system. If electronic submission is difficult, paper bid participation and contract acceptance forms must be submitted.
(4) Characteristics of the procurement subject: As described in the bidding instructions.
(5) Delivery period: From contract conclusion date to March 31, 2027.
(6) Delivery location: Location designated separately by the Ministry of Land, Infrastructure, Transport and Tourism.
(7) Bidding method: For item (2), the contract will be based on a total price including all related expenses. The winning bid price will be the bid amount plus 10% of that amount, rounded down to the nearest yen. Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act.
(2) Must not fall under Article 71 of the same Act.
(3) Must have A grade qualification for 'Provision of services etc.' for fiscal years 2025-2027 in the Kanto-Koshinetsu region.
(4) Must have received the bidding instructions and specifications.
(5) Must not be under suspension by the Director of the Accounting Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism.
(6) Must have electronic certification (IC card) if bidding electronically.
(7) Must not be excluded due to organized crime group control as requested by police authorities.
