Procurement of OA Groupware Related Services Implementation and Support (2028)

Correction to tender notice as follows. Dated July 24, 2026, by Takeshi BOUDA, Director of the Procurement Division, Acquisition, Technology & Logistics Agency. Procurement agency number 010, location number 13. Correction details include changes to forklift descriptions. Announcement of planned procurement of specified services and quantities: Procurement related to introduction, operation, and operational support of OA groupware related services (2028) all-inclusive. Procurement method: purchase etc. Scheduled procurement period: from September 2028 onward. Basic required functions include security features equivalent or superior to those provided by Microsoft 365 E5 such as integrated authentication (Entra ID), device management (Intune), EDR (Microsoft Defender for Endpoint), SIEM (Sentinel), and electronic certificate functions (Cloud PKI). The tool must efficiently manage smartphones lent by JST, supporting both iOS and Android and compatible with Intune. Groupware functions must be equivalent or superior to Microsoft 365 E5 features including portal home screen, mail/calendar (Exchange), Teams, SharePoint, OneDrive, and other 365 apps. The portal home screen must support automatic updates and be compatible with Google Chrome and Microsoft Edge browsers. Email additional functions such as misdelivery prevention, automatic attachment separation, and recipient checking must be implemented via integration with separate services (e.g., SSO) since Microsoft 365 E5 does not provide these. The misdelivery prevention function must support holding emails to external recipients, selectively holding external addresses when mixed with internal, and allow senders to view and release held emails individually. The automatic attachment separation function must notify recipients with URL and password in a single email to avoid confusion. The recipient check function must display recipient affiliation, position, and name similarity at sending or provide an alternative. Even if these additional email functions fail, Exchange mail service must not stop or must be restored within 1-2 hours. Meeting room list display and reservation functions must show rooms including equipment not supported by Exchange calendar, allow checking reservation status and booking, and support automatic updates. File sharing must provide means for external sharing where Box cannot be used, allowing addition of JST domain address (jst.go.jp) to shared URLs and enabling system administrators to delete arbitrary folders or files. Workflow functions must support about 200 existing forms and allow migration of current workflow data including attachments. Cross-search must enable searching across SharePoint, Teams, OneDrive, and Box. Virtual desktop and virtual PC functions must provide equivalent standard PC functionality and operate on Windows PCs and Apple Macs. Account management must provide centralized account control for the next groupware, integrate with Microsoft 365 E5 and Active Directory, and allow account additions, deletions, and changes only through this system, with data linked to other services. Organizational restructuring and personnel changes must be processed within about 10 minutes inside the account management system (excluding synchronization time with other systems). Submission of reference materials and comments is invited, including proposals, catalogs, price certificates, delivery records, delivery period data, support system information, and other necessary documents.
