(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt entities for consumption tax purposes. 2 Eligibility for participation:
(1) Must not fall under the provisions of Article 70 of the Budget Settlement and Accounting Act. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under the provisions of Article 71 of the Budget Settlement and Accounting Act.
(3) Must be rated A in the Cabinet Office's unified qualification for fiscal years 2025-2027 for "manufacture of goods" or "sale of goods" and "provision of services". (4)-(7) Additional eligibility requirements include not being under suspension from the Police Agency or excluded due to ties with organized crime groups.
