27. Procurement subject and quantity:
FY2026 procurement of software licenses (Microsoft products) 1 set. Characteristics of the procurement subject: as described in the tender documents. Delivery deadline: December 25, 2026. Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Competitive participation qualifications:
(1) Must not fall under Articles 7 and 8 of the Nara Institute of Science and Technology contract handling regulations.
(2) Must have grade A, B, C, or D qualification for product sales in the Kinki region for FY2026 under the national unified qualification system.
(3) Must not be under suspension of transactions by the president. 4. Language and currency for contract:
Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must submit sealed bids with documents proving ability to supply the items by the deadline. The president may request explanations before bid opening. Invalid bids include those from unqualified bidders or those failing obligations. Contract documents are required. The successful bidder will be the lowest valid bidder judged capable by the president within the estimated price limits. No negotiation after bidding. Further details in the tender documents.
