1. Procurement details:

(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; bidders must submit documents related to performance, functions, and technology (hereinafter "documents for comprehensive evaluation"). The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under the provisions of Articles 7 and 8 of the National University Corporation Tokyo Science University Contract Handling Regulations.
(2) Must be rated A, B, or C in the "sale of goods" category for the Kanto-Koshinetsu region in the 2026 national unified qualification for competitive participation.
(3) Must have qualifications set by the Director under Article 6 of the Contract Handling Regulations.
(4) Must not be under suspension of transactions by the Director.
(5) Must prove that a rapid after-sales service and maintenance system for the purchased goods is established.
(6) Must prove possession of a license for medical device sales based on the Act on Securing Quality, Efficacy and Safety of Pharmaceuticals and Medical Devices.

4. Others:
(1) Language and currency for contract procedures: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders wishing to participate must submit sealed bids with documents for comprehensive evaluation and proof of ability to deliver the goods by the bid receipt deadline. Bidders must respond to explanations requested by the Director before the bid opening date.
(4) Invalid bids: Bids from ineligible participants or those who fail obligations will be invalid.
(5) Contract document required.
(6) Successful bidder selection: Among bidders meeting minimum required performance, functions, and technology specified in the bidding documents and judged able to deliver the goods, the Director will select the successful bidder by comprehensive evaluation within the estimated price limit.
