1. Tender title

2. Matters subject to tender

3. Eligibility to participate
A bidder must satisfy all of the following conditions: (1) hold Grade A in the Provision of Services category under the Unified Qualification for All Ministries and Agencies for FY2025-FY2027, with qualification for the Kanto-Koshinetsu region; (2) not be under suspension by a national ministry or agency from the date of the announcement through the bid opening; (3) not be under suspension by J-LIS during that period; (4) not be subject to a pending commencement of corporate reorganization proceedings; (5) not be subject to a pending commencement of civil rehabilitation proceedings; (6) have financial condition and credit sufficient to ensure proper performance of the contract; (7) not fall under any of the organized-crime exclusion categories set out in the notice (listed in full below); (8) hold authorization to use the PrivacyMark or have an equivalent personal-information protection framework with appropriate controls implemented and operated; (9) hold certification under the Information Security Management System conformity assessment scheme (JIS Q 27001:2014) or maintain an equivalent information-security management framework with appropriate controls implemented and operated; and (10) have experience building or operating systems related to LGWAN or LGWAN-ASP.

A. Persons inappropriate as a contracting party

4. Distribution of tender instructions
