Construction and operation of Government AI 'Gennai' RAG app environment

The following general competitive tender is announced. Date: August 10, 2026. 1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Construction and operation services for the Government AI "Gennai" (Ministry of Land, Infrastructure, Transport and Tourism RAG application demonstration environment) one set (electronic bidding target case).
(3) Use of electronic procurement system: This case requires submission of certificates, bidding, and contracting via the electronic procurement system. If electronic bidding is difficult, submission of a paper bidding participation request is required.

(5) Performance period: From October 7, 2026, to March 31, 2027.

(7) Bidding method: For the subject in 1(2), bids will be submitted to the bidding officer. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. The number of bidding executions is limited to two times in principle. If no winner is decided within these attempts, the contract will not shift to a discretionary contract based on Article 99-2 of the Budget and Settlement Act.
2 Competitive participation qualifications:
(1) Must not fall under Article 70 of the Budget and Settlement Act.
(2) Must not fall under Article 71 of the Budget and Settlement Act.
(3) Must be rated A grade for "Provision of services, etc." in the Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualifications for FY 2025-2027 and have competitive participation qualifications in the Kanto-Koshinetsu region.
(4) Must have qualifications specified in the bidding instructions.
(5) Must not be under suspension of nomination related to construction contracts by the Director of the Budget and Accounts Division.
(6) Must have electronic certification (IC card) if using the electronic procurement system.
(7) Must not be subject to exclusion requests from public works due to organized crime group control.
(8) Must not have violated the Worker Dispatch Law or related orders within five years unless corrected before bid submission.
(9) Must have no unpaid labor or social insurance premiums for the past two years. Application timing and place for competitive participation qualifications are as announced on March 31, 2026, in the Official Gazette.
