2. Eligibility for Participation
(1) Bidders must have the capacity to conclude the contract and not be bankrupt without rehabilitation. Minors or persons under guardianship are excluded if they have the necessary consent.
(2) Bidders must not have been suspended from participation in competitive bidding by Japan Pension Service or Ministry of Health, Labour and Welfare within the last 3 years (or the suspension period if applicable). This applies also to agents, managers, employees, or bidding agents.
(3) Bidders must be rated A, B, or C for “Provision of Services” in the Ministry of Health, Labour and Welfare’s unified qualification for FY2025-FY2027 and have competitive participation qualification in the Kanto-Koshinetsu region.
(4) Bidders must not have submitted false information in qualification application documents.
(5) Bidders must have a substantial track record of completing the relevant or similar work.
(6) Bidders must prove capability to reliably perform the work.

(6) 入札方法　入札は、総価にて行う。 1入札参加者は当該業務にかかる経費のほか、輸送費、保険料等その他一切の諸経費を含めた入札金額を見積もるものとする。 2落札決定に当たっては、入札書に記載された金額に、消費税等に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とする。 3入札参加者は、消費税等に係る課税事業者であるか免税事業者であるかを問わず、 見積もった契約金額から消費税等に相当する金額を控除した金額を入札書に記載すること。 4入札金額は直近の実勢価格を踏まえた金額とするとともに、契約期間中に最低賃金額の改定をはじめとする労務費、原材料費、 エネルギーコスト等の変動が具体的に見込まれる場合は、当該変動を見込むこと。

2 競争参加資格

(1) 当該契約を締結する能力を有しない者及び破産者で復権を得ない者に該当しない者であること。ただし、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は除く。

(2) 日本年金機構の調達において、次のいずれ報かに該当し、かつその事実があった後3年(日本年金機構から競争参加資格　停止措置又は厚生労働省から指名停止の措置を受けている場合はその期間)を経過していない者でないこ官と。また、その者を代理人、支配人その他の使用人として使用する者又は入札代理人として使用する者についても、同様とする。 1契約の履行に当たり故意に工事若しくは製造を粗雑にし、又は物件の品質若しくは数量に関して不正の行為をしたとき。 2公正な競争の執行を妨げたとき又は公正な価格を害し若しくは不正の利益を得るために連合したとき。 3落札者が契約を結ぶこと又は契約者が契約を履行することを妨げたとき。 4監督又は検査の実施に当たり職員の職務の執行を妨げたとき。 5正当な理由がなくて契約を履行しなかったとき。 6上記により一般競争に参加できないこととされている者を契約の締結又は契約の履行に当たり、代理人、支配人その他の使用人として使用したとき。

(3) 入札参加者に要求される事項この一般競争に参加する者は、競争参加に必要な書類及び入札説明書に示す総合評価のための書類 (提案書)を令和8年9月24日18時00分までに提出しなければならない。入札参加者の競争参加に必要な書類は日本年金機構において審査するものとし、採用し得ると判断された場合の入札書のみを落札決定の対象とする。 入札参加者は、日本年金機構から当該書類に関し説明を求められた場合は、それに応じなければならない。

(4) 入札の無効　本公告に示した競争参加資格　のない者の提出した入札書、入札参加者に求められる義務を履行しなかった者の提出した入札書、その他入札の条件に違反した入札は無効とする。

(6) 落札者の決定方法　業務を履行できると日本年金機構が判断した書類及び入札書を提出した入札参加者であって、日本年金機構が入札説明書で指定する技術等のうち、必須とした最低限の要求をすべて満たしている性能等を提案した入札参加者の中から、日本年金機構の予定価格の制限の範囲内であり、入札説明書に定める総合評価により選定した者をもって落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち次順位の者を落札者とすることがある。
