(2) Method of distribution of the tender explanation documents:
Distributed at the place stated in 2.(1) above, or by e-mail.
However, distribution takes place only on weekdays, excluding Saturdays, Sundays, national holidays and the year-end/New Year period (December 29 to January 3).
Applicants who wish to receive the documents by e-mail should send a message to the address in 2.(1) above stating: notice date, tender title, the responsible person at the Institutes, company name, address, department of the contact person, name, telephone, FAX and e-mail.
The acceptance deadline for distribution requests is 17:00 on Wednesday, September 9, 2026.
(3) Date, time and place of the tender briefing session: Not held.
(4) Deadline for submission of the bid-related documents and the technical screening materials: 17:00 on Thursday, September 10, 2026.
(5) Date, time and place of bid opening: 14:00 on Wednesday, September 30, 2026, Bid Office, Headquarters (Chiba district).

3. Qualifications required of participants in the tender
(1) The bidder must not fall under the provisions of Article 10 of the Contract Administration Detailed Rules of the National Institutes for Quantum Science and Technology; provided, however, that this does not apply to a minor, a person under curatorship or a person under assistance who has obtained the consent necessary for concluding a contract.
(2) The bidder must not fall under the provisions of Article 11, Paragraph 1 of the Contract Administration Detailed Rules of the National Institutes for Quantum Science and Technology.
(3) The bidder must not be within a period during which it is subject to a suspension-of-nomination measure imposed by the Institutes.
(4) The bidder must hold the unified qualification for participation in competitive tenders for all ministries and agencies.
(5) The bidder must be able to pledge, in the written pledge separately designated by the Institutes, that it does not fall under organized crime groups, etc.
4. Bid bond and contract bond:
Exempted.

5. Invalid bids
(1) A bid made by a person who lacks the qualifications required for participation in the tender.
(2) A bid made by a person who violated the conditions of the tender.

6. Whether preparation of a contract document, etc. is required:
Required.
A contract document designated by the Institutes (where the contract amount is 5,000,000 yen or more) or an acceptance document (where the contract amount is less than 5,000,000 yen) shall be prepared.

7. Method of determining the successful bidder
(1) The successful bidder shall be the bidder who has passed the technical screening and has made a valid bid at the lowest price within the limit of the planned price (lowest-price award method).
(2) In determining the award, the award price shall be the amount stated in the bid form plus an amount equivalent to 10 percent of that amount (where that sum includes a fraction of less than one yen, the fraction is discarded). Accordingly, bidders shall state in the bid form an amount equivalent to 100/110 of their estimated amount, regardless of whether they are taxable enterprises or exempt enterprises with respect to consumption tax.

8. Other
(1) A person who wishes to participate in this tender must, at the time of submitting the bid form, submit the written pledge separately designated by the Institutes stating that the person does not fall under organized crime groups, etc.
(2) Where a person fails to submit the pledge set out in the preceding paragraph, makes a false pledge, or acts contrary to the pledge, that person's bid shall be invalid.
(3) All other details are governed by the tender explanation documents; be sure to obtain the tender explanation documents in accordance with 2.(2) above.
(4) Any questions concerning this tender must be submitted in writing to the contact stated above by 17:00 on Friday, August 28, 2026. Answers to questions will be posted on the Institutes' website by the end of Friday, September 4, 2026.
