(6) Bidding method: The successful bidder will be determined by a comprehensive evaluation method, so

(2) The bid amount shall include all costs required for the fulfillment of the procurement subject during the performance period defined in (4). The successful bid price will be the bid amount plus 10% of that amount (any fraction less than 1 yen will be rounded down). Bidders must write in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.

2 Eligibility for participation
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Rules (hereinafter referred to as the Contract Rules). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions.
(2) Must not fall under Article 6 of the Contract Rules.
(3) Must have the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries) rated A, B, or C for 'service provision' and have competitive participation qualification in the Hokkaido region. This qualification is accepted at the application reception window listed in the government procurement notice No. 58 dated March 31, 2026.
(4) Must have qualifications designated by the accounting officer based on Article 4 of the Contract Rules. 3 Submission location etc.
