Bidders must enter 100/110 of the estimated contract amount into the system regardless of whether they are taxable or tax-exempt entities.

2. Eligibility for participation
(1) Must not fall under the provisions of Articles 2 and 3 of the University of Tokyo's contract handling regulations.
(2) Must be rated A, B, or C in the 2026 fiscal year Kanto-Koshinetsu region "manufacture or sale of goods" category under the national unified qualification for competitive participation.
(3) Must prove a system for rapid after-sales service and maintenance for the purchased goods.
(4) Must meet the conditions specified in the tender specifications.
(5) Must not be under suspension of transactions by the President.
