1. Procurement Details

(6) Bidding Method: The bid amount shall include the purchase price and all costs required for delivery. When deciding the successful bid, the bid price will be the amount stated in the bid plus an amount equivalent to 10% of that amount (any fraction less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
(7) For this work, submission of documents and bidding will be conducted via the electronic procurement system. If it is difficult to use the electronic procurement system, with the consent of the ordering party, paper bidding may be substituted.
2. Qualification for Participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors or persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must be rated A, B, or C in "Sales of goods" in the Ministry of Health, Labour and Welfare's unified qualification for fiscal years 2025-2027 and have participation qualification in the Tokai-Hokuriku region.
(4) Must not be under suspension of designation by the Ministry of Health, Labour and Welfare.
(5) Those who have submitted false information in qualification screening or whose management condition or creditworthiness has severely deteriorated cannot participate.
(6) Must have a permit for "Highly Controlled Medical Devices Sales and Leasing Business" under Article 39, Paragraph 1 of the Act on Securing Quality, Efficacy and Safety of Pharmaceuticals and Medical Devices.
(7) Must have no delinquency in insurance premiums for the past two years (or two insurance years for items 5 and 6) for the following insurances: Employees' Pension Insurance, Health Insurance (managed by the Japan Health Insurance Association), Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance.

(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantee deposits are exempted.
(3) Invalid bids: Bids from those without qualification or who fail obligations will be invalid.
(4) Contract document creation is required.
(5) Successful bid determination method: Lowest price bid method within the limit of the estimated price prepared based on Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting.
(6) Submission of a pledge: Bidders must submit a pledge stating they do not belong to organized crime groups at the time of bid submission. Failure or false pledge will invalidate the bid.
