3. Qualifications required for participants
(1) Must not fall under Article 10 of QST Contract Handling Rules. However, minors or persons under guardianship who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 11, Paragraph 1 of QST Contract Handling Rules.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

(2) The contract price will be the bid price plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(1) Participants must submit a pledge stating non-affiliation with organized crime groups at bid submission.
(2) Failure to submit or false pledge will invalidate the bid.
