3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the National Institutes for Quantum Science and Technology Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the same regulations.
(3) Must not be under suspension of designation by this institute.
(4) Must have unified qualification for participation in competitive bidding by all ministries and agencies.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by this institute.

7. Method of determining successful bidder
(1) The bidder who passes the technical review and submits a valid bid with the lowest price within the price limit will be awarded (lowest price bid method).
(2) The awarded price will be the bid amount plus 10% of that amount (fractions less than 1 yen are truncated), so bidders must state 100/110 of the estimated contract amount regardless of tax status.

(1) Participants must submit a pledge of non-affiliation with organized crime groups at the time of bid submission.
(2) Failure to submit or false pledge will invalidate the bid.
