1. Matters subject to general competitive bidding
Specific service subject:
Provision of the Miyazaki Prefecture Phase 3 Integrated Server Platform
(2) Characteristics of the specific service:
According to the general competitive bidding explanatory document for the provision of the Miyazaki Prefecture Phase 3 Integrated Server Platform (hereinafter "Bidding Document") and the procurement specifications for the same (hereinafter "Specifications").
(3) Place of performance:
Within the Miyazaki Prefectural Government office building and locations designated by the prefecture.
(4) Performance period:
From the contract signing date until March 31, 2035.
Operation of the integrated server platform is to commence by April 1, 2028.
(5) Bidding method:
General competitive bidding with comprehensive evaluation will be conducted for the specific service in (1).
The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter in the bid form an amount equivalent to 100/110 of the desired contract amount regardless of consumption tax status.
2. Qualifications required for bidders participating in the general competitive bidding
(1) Must have qualifications stipulated in Miyazaki Prefecture Notification No. 94 of 2026 and be in the service industry.
(2) Must not fall under Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order.
(3) Must not have been suspended or disqualified from bidding by the prefecture during the bidding and contract finalization period.
(4) If subject to corporate reorganization or civil rehabilitation procedures, must have been recognized through a special review for bidding eligibility.
(5) Officers must not be recognized as gang-related persons under the Miyazaki Prefecture Anti-Gang Ordinance.
(6) For joint ventures, all members must meet the above requirements, with no limit on the number of members, but the representative member must hold at least 30% equity. Members cannot participate in this bidding as part of another joint venture or individually.
